The ex-ante evaluation procedure that has been put in place is in line with the international standards (notably those of the ERC – European Research Council - which are very popular) and the European Charter for Researchers. Everything possible is done to ensure a fair and transparent selection, based on scientific excellence.

The procedure involves scientific committees which are for the most part international and in a first phase rely on a database which is constantly growing, more than 8,000 national and international experts who are regularly called upon for their in-depth scientific competence.
